I have examined the accompanying Ordinance, entitled

An Ordinance for the Naturalization of Jan Wang, alias Fandan, alias Jan Pat Shan, alias Jan Jun Shin.

and I am of opinion that the Ordinance is one which is not contrary to the Governor's Instructions.

Objects and Reasons

The said Jan Wang, alias Cher Fan Wang, a native of Van Sri Puhut in the Province of Kwangtung, in the Empire of China and is carrying on business as a goods merchant at No. 41 Servis St.
